Former White House press secretary Sean Spicer has criticised the United States for trying to negotiate with China as if they think that China cares. Joe Biden and Xi Jinping met on the sidelines of the APEC summit to discuss ways to manage strategic competition between the two global superpowers and improve lines of communication.
